There are a vast number of web pages existing in the entire internet network, but only a few enormous web portals manage to persist, and even fewer of them are expanding their market share with the growth of World-Wide-Web. In this paper, a network model is proposed, which is specifically designed to illustrate the dynamic polarization property of World-Wide-Web. The difference between existing scale-free models and actual dynamics of the World-Wide-Web is that they fail to reflect the strategic feature of web page creation. This feature is embedded in the model by assigning different fitness values that attract links to each vertex in the network. The resulting model illustrates dynamic polarization expansion within the network as the network size grows. The Polarization Network model is simulated in two different ways of limiting and un-limiting the number of links added per time step.
