dc.description.abstractMajor countries, like Japan, USA, and China, are in the process of a plan fostering innovation clusters. Also, Korean government is in process of fostering Daedeok, Gwangju, Daegu, Busan and Jeonbuk innopolis. There are lots of papers and studies about Daedeok cluster, but there are limited numbers of papers about other clusters. Therefore, the Gwangju R&D Special Zone, which was designated as the second of the special R&D cluster was selected for analysis, and we used Entropy Balanced Matching and DEA(Data envelopment analysis). Research has shown that the number of companies operating in the Gwangju R&D Special Zone is growing in terms of size, and the R&D Special Zone's support projects have an impact on the employment growth rate, sales growth rate and R&D concentration of the tenant companies. In addition, efficiency analysis shows that the R&D efficiency of the Gwangju R&D Special Zone as of 2017 is higher than that of the Daedeok R&D Special Zone. The research will help establish policies for special R&D zones and determine the direction of projects to support small and medium-sized enterprises.-
