지방자치단체의 에너지전환 및 기후변화대응 노력현황 및 확산 방안에 대한 연구

Abstract

에너지전환 및 기후변화대응과 관련해 지방자치단체의 역할이 강조되고 있으며, 국내외로 중앙정부보다 지방정부가 더 적극적으로 기후변화 및 에너지 문제에 대응하는 사례가 관찰되고 있다. 이러한 상황에서 본 연구의 목적은 국내 지방자치단체의 에너지전환 및 기후변화대응 노력 현황을 관련 조례 현황과 수립된 계획 및 비전의 현황을 검토하고, 이러한 노력의 확산을 위한 지방정부 및 중앙정부 차원의 대응 방안을 제시하는 것이다. 이를 위해 전국 17개 광역지자체의 관련 조례와 계획을 검토하였다. 연구 결과 서울, 충남, 제주, 대구, 경기도는 자체적으로 에너지 및 기후변화대응을 위한 계획 및 비전을 수립 및 이행하고 있는 반면 다른 지자체의 법정 계획은 대체적으로 정부의 목표 및 계획에서 벗어나지 않는 수준으로 수립되고 있었다. 또한, 자체적인 에너지 및 기후변화대응을 위한 계획 및 비전을 수립 및 이행하고 있는 지자체는 지역 자체적으로 필요한 사업을 위해 고유의 조례를 제정한 것으로 나타났다. 일부 선도적인 지방자치단체의 활동을 확산하기 위해서는 기존의 선언적인 성격의 협력을 넘어 공동 사업을 이행하는 등 지방자치단체 간의 실질적인 협력을 활성화하고 이러한 협력을 활성화하기 위한 중앙정부 차원이 지원이 필요한데 정보제공 및 공유 플랫폼의 운영을 그 예로 고려해볼 수 있다. 추가적으로 기존에 에너지 전환 및 기후변화 대응과 관련해일방향 하향식의 위계적인 중앙정부 정책사업의 지방정부의 이행 대신 모범 사례 및 정책이 확대될 수 있도록 보다 유연하고 조화로운 정책 구성이 에너지 및 기후변화대응 분야에서 필요하다.

Roles of local governments become more important regarding energy transition and climate change response. In many parts of the world, local governments have taken bolder actions than their central governments. This study aims to review the efforts of local governments for energy transition and climate change response and recommend measures for both central and local governments to expand the efforts even further. For the purpose, energy- and climate-related plans and ordinances of 17 regional local governments were reviewed. Results reveal that Seoul, Chungnam, Jeju, Daegu, and Gyeonggi have established and implemented their own energy and climate action plans, while the other regional local governments have established plans as legal obligations that conform to central government's goals and plans. In addition, those local governments that have independent plans or visions have constituted unique ordinances to legally support their actions for energy transition and climate change response. To promote the exemplary efforts of those local governments, substantive rather than nominal cooperation among local governments must be boosted, while harmonized efforts between local and central governments are mandated instead of the top-down and hierarchical decision-making processes.
