Even though $3^{rd}$ mobile communication services have some differences from the $2^{nd}$ generation mobile communication services in technical point of view, the method of designing and measuring RF receivers has many similar points. This research discusses about a common methodology for design and measurement methodology of RF transceiver. In this research, two kinds of formulas for RF transceiver system level design are introduced and one of method for measurement of RF transceiver is proposed. Additionally, practical ways of approach for implementing RF transceiver are considered and applied into implementing the RF transceiver. By using proposed methodology, a heterodyne WCDMA RF transceiver is implemented and measured. The specific measured parameters of the implemented RF receiver is the voltage gain of 99.2 dB, noise figure of 10dB, and IIP3 of -6.5dBm. The implemented transmitter has maximum output power of 15dBm, ACLR of 34.5dB, and EVM of 5.28%. These values meet most of required specification except noise figure in receiver and maximum output power in transmitter. The implemented transmitter``s spectral re-growth is explained with transmitter``s non-linearity consideration. By proposed digital measurement method, the implemented receiver is tested in digital domain. The result shows that the receiver noise equation is well predicting receiver``s performance in digital domain.
