For this thesis, a 1.25Gb/s burst mode optical receiver that can be operated in the Ethernet PON (Passive Optical Network) system, is designed and fabricated. The fabricated receiver has the features of automatically controllable preamplifier and high sensitive peak detector etc. Most of all, the new proposed function of the receiver is that it operates with a reset signal that is self-generated inside of the receiver not applied externally. We tried to meet the standard of "IEEE 802.3ah Ethernet in the First Mile" for the OLT (Optical Line Termination) receiver and the TSMC 0.18$\mum$ CMOS technology was used for IC fabrication. We measured the fabricated IC and discussed the differences between designed values and measurement results. The receiver has the principal designed specifications of -28dBm sensitivity, -8dBm overload, 1.17GHz bandwidth of whole receiver and 3.9PA/$\sqrt{Hz}$ equivalent input noise at 1.25Gb/s input signal in the simulation using the Cadence as a design tool.
