In many countries, clusters of innovative firms are driving growth and employment. Innovation clusters of economic activity are becoming magnets for new technology, skilled personnel and research investment. Because the social benefits of basic research were not adequately reflected in opportunities for private profit, the traditional basic researches tended to produce knowledge regardless of value added. However, since the mid 1990s there have been increases in linkages between research organizations and local firms along with the concentration of technology and knowledge intensive venture firms in Daedeok Valley. Since nearly all R&D institutions in DST were operated individually and had negative attitude to collaboration, it was impossible to expect any synergy effects. However, in the late 1990s, R&D organizations, universities, and industrial sectors began to network and collaborate with each other actively. Above all, venture firms in Daedeok Valley propelled active collaboration by various sets of networking, and provided an opportunity for Daedeok Valley to have spontaneous entrepreneurship. Therefore, organizations in a science park should build a spontaneous linkages and collaboration among them. Functional composition of science park needs networking and collaboration to generate some synergy effects. In particular, when it occurs spontaneously, it is more effective for promoting the science parks.
