The abelian and non-ablelian chiral Schwinger model are analyzed through the BRS and BJL methods. In the abelian case, the unitarity and Gauss constraint problems are solved by introducing the Wess-Zumino action explicitly by physically treating the topological term through "ansatz" and solve the unitarity problem. By product we obtain the physical factor-space which is time-independent.
