dc.description.abstract | This thesis aims to provide a starting point for discussions on how to build knowledge infrastructures that contribute to defense acquisition management. Knowledge-based acquisition is a management approach which requires adequate knowledge at critical junctures (i.e., knowledge points) throughout the acquisition process to make informed decisions. One of the requisites for implementing knowledge-based acquisition in defense programs is the management of information flows through the networks of cooperating organizations related to defense acquisition programs. Since a large percentage of the project information is generated in a huge volume of processes and data, a system for managing the information contained in them becomes essential to improve the reliability of defense acquisition system. Therefore, we propose a Web-integrated portal system for supporting the knowledge-based defense acquisition management. It is called DAMP (Defense Acquisition Management Portal) and utilizes content management and Topic Maps technologies. It can integrate the organizational knowledge of product, process, and human resource in processing time. Furthermore, the system could be ingredients of Document Management, Knowledge Management, and Workflow Management activities. | eng |
