In this thesis, an intelligent packet voice transmission system has been studied with the objective of incorporating voice services in a packet data network. The results of this thesis research may be divided into four parts. First, a packet voice protocol has been proposed. In this protocol the basic transport mechanism is provided by the layered packet transmission protocol (LPTP), and the network voice protocol (NVP) is layered on the LPTP for voice applications. Second, a new adaptive packet voice reconstruction algorithm using the extremal statistics of packet delays has been proposed, and its performance has been analyzed by using the adaptive multi-rate timing information (AMTI) and adaptive multi-rate acoustic information (AMAI) algorithms. Third, computer simulation of a packet voice network using the simulation language SIMULA has been done. We have proposed two simulation models, single-link and multi-link models, and performed simulation for the two models. Lastly, we have presented the overview of a packet voice transmission system and discussed hardware realization of a packet voice terminal.
