This dissertation is concerned with the following three issues: 1) how to support universal personal telecommunications (UPT) services for wireline users with personal mobility, 2) how to protect the rights of terminal owners from UPT users, and 3) how to update information within UPT and mobile network databases in UPT environments consisting of both UPT home network and several mobile networks. Intelligent networks (IN) are well suited for implementing UPT services. For the efficient planning of intelligent networks accommodating UPT services, it is essential to analyze the effects of UPT user``s personal mobility. An intelligent network architecture with a single-level database hierarchy supporting UPT services is proposed and the performance of the proposed IN architecture is evaluated in terms of movement cost, search cost, and total cost by considering UPT user``s personal mobility. The proposed IN yields a better performance than the IN with a two-level database hierarchy as the ratio of the incoming call arrival rate to the incall registration rate increases. In UPT environments, UPT networks retain information related to incall registration in UPT user service profiles in order to provide incoming UPT calls for UPT users at any terminal in any location. As UPT networks support incall registration, terminal users can be different from terminal owners, and several UPT users can register on a single terminal for their incoming calls. Therefore, appropriate third-party protection procedures are needed to protect the rights of terminal owners from UPT users. A database called the terminal profile is needed to store the information of the terminal states and the incall UPT users registered on the terminal in order to carry out third-party protection procedures.
