Demanding for data services becomes one of the main motivations for developing future wireless communications system. In order to fulfill these requirements, future wireless communication systems have been focused on increasing maximum system throughput and spectral efficiency under a constraint of limited radio resources and supporting variable bit rates and quality of service. As a result, orthogonal frequency division multiple access (OFDMA) systems have been proposed as a primary solution for future wireless communication systems. Even though the OFDMA systems are efficient to transmit high-bit-rate data services, they are inefficient to transmit low- and medium-bit-rate data services such as voice over Internet Protocol (VoIP) because of their overwhelming overhead for resource allocation. Therefore, an efficient resource allocation scheme is required to support low- and medium-bit-rate data services. In this dissertation, we propose a new resource allocation scheme which can support low-data-rate services including VoIP service more effectively for future wireless communication systems. We first propose an orthogonal resource block hopping multiplexing (ORBHM) scheme which can reduce the signaling overhead for resource allocation. 2G wireless communication systems do not need to transmit the resource allocation information dynamically during the conversation period because a fixed resource is pre-allocated to a user at the call setup period. As a result, the overhead required for resource allocation can be minimized. The proposed ORBHM scheme combines the advantage of the fixed resource allocation scheme of the 2G wireless communication systems and dynamic resource management schemes of the future wireless communication systems.
