dc.description.abstract | This dissertation explores a dynamic and integrated innovation system based on futuristic foresight in an era where the holistic and strategic innovation in each sector including science and technology is required. A new national innovation system can be built up by national foresight capacity, futuristic institution, and flexible response to change the established system for coping with an unprecedented event. In this paper first, 1) examines the starting and sustaining conditions for building a national foresight for the establishment of a national innovation system through the case study of Korea, and 2) derives the conditions for the critical juncture of the national system through a comparative analysis of the similarities and differences between the responses and results of Korea and the United Kingdom to the COVID-19. Furthermore, 3) applies the methodology of futuristic prediction to explore alternative futures for North Korean science and technology in 2050. Finally, 4) Limitations and suggestions are derived through analysis of Korea's case for a new national innovation system that integrates defense innovation with a theoretical approach to the existing national innovation system. This study argues that innovation in each field should be integrated into a national innovation system in a dynamic and efficient manner through frame settings and comparative analysis of S&T, future prediction, and innovation system. To this end, we concluded that it is important to improve national capacity for foresight, enhance innovation systems and institutions, promote comprehensive national innovation policies, and establish more challenging and dynamic R&D system. | - |
