랜덤 액세스 방법 및 이를 지원하는 단말이 개시된다. 단말은, 채널의 상태를 모니터링하고, 채널의 상태가 아이들(idle)한 경우 제1 패킷 전송 확률로 패킷 전송을 시도하며, 패킷에 상기 제1 패킷 전송 확률을 포함시켜 전송할 수 있다.
