본 발명은 수중유 에멀젼을 안정화할 수 있는 반고상 고분자 유화제에 관한 것으로, 본 발명에 따른 폴리글리세롤-폴리(ε-카프로락톤) 블록 공중합체는, 균질화에 보다 적은 에너지를 사용하면서도 나노에멀젼의 형성이 용이하고, 형성된 나노에멀젼을 장기간 안정화시킬 수 있어, 화장품 또는 의약품에 사용할 수 있다.
