본 발명의 구체예에서는 수소 분자(H2)는 통과하나 산소 분자(O2)는 통과할 수 없도록 설계된 탄소질 층 또는 질소-함유 탄소질 층에 의하여 피복된 금속 클러스터를 포함하는 수소 스필오버-기반 촉매, 그리고 상기 촉매의 존재 하에서 수소 및 산소를 직접 반응시켜 과산화수소를 합성하는 방법이 개시된다.
