본 발명은 다공성 물질의 표면에 존재하는 기공을 화학 기상 증착(initiated chemical vapor deposition, iCVD) 법으로 고분자박막을 형성하여 실링하는 방법 및 그로부터 유발되는 절연상수의 증가를 최소화 하는 기법을 제공하는 것이다.
