본 발명은 시공자에 관계없이 비점오염원 제거를 위한 지속적 공극유지가 가능하여 일정한 투수능 및 비점오염물질 제거 능력을 가지는 무막힘 표면여과 탄성 포장에 관한 것으로, 쇄석층; 상기 쇄석층의 상부에 위치하며, 내부에 쇄석이 포설되는 하중지지대; 및 상기 하중지지대의 상부에 배치되는 투수가 가능하고 탄성을 가지는 다공성탄성층을 포함하는 두께가 일정하게 유지되는 비점오염원 관리를 위한 무막힘 표면여과 투수 포장이다.
