본 발명의 가장 큰 특징은, 해상 원유유출 사고 발생시 지능 로봇기술을 이용한 원격조종 혹은 자동조종에 의해 다수의 군집로봇 유닛들을 모함(母艦) 또는 헬기를 통해서 입체적으로 현장에 투입시켜 인력으로 수행하기 힘든 오일 펜스 설치 작업을 대신 함으로써 유출된 원유의 확산을 초기에 신속하게 방지한다는 것이다. 본 발명의 해상 원유 유출 방재용 군집 제어 로봇 유닛은 오일펜스를 수납하고. 다수의 추진 스크류를 이용해 해상에서 자유로운 이동이 가능한 것을 특징으로 한다.
