본 발명의 통계적 기준 발진기는 입력 데이터를 입력 받아 상기 입력 데이터를 제1분주율로 나눈 기준 신호를 출력하는 통계적 기준 클록 발생기; 출력 신호의 주파수를 제2분주율로 나누어 피드백 신호를 출력하는 분주기; 상기 기준 신호와 상기 피드백 신호의 차이에 따른 차이 신호를 출력하는 주파수 검출기; 및 상기 차이 신호에 따라 상기 출력 신호를 출력하는 출력 신호 발생부를 포함한다.
