The South Korea government has made enormous efforts in restructuring the basic safety management plan for the railway system including the Integrated Railway Safety R&D Project. However, there are some serious issues raised about the fire, derailment and collision events that could lead to the fatal railway accidents with the existing reactive railway safety management in railway operations. Therefore, there is a need for the railway safety management system to evolve from reactive to proactive manner, such as proactive railway safety and response system. Following these backgrounds, this study proposes a system framework on the development of real-time railway safety monitoring and control system. The proposed framework consists of (1) railway service platform working as an information sharing backbone, (2) railway safety management service for safety related decision making, (3) common railway service, (4) railway traffic management service, and (5) railway maintenance service modules for preventive maintenance. Each module consists of sub-modules monitoring real-time status for the rolling stocks, stations and facilities in order to provide a guidance of safety decision-making in accident cases. The proposed framework will bring some valuable ideas for further studies.
