Representatively, the investigations related to penetrators were divided to anti-tank warhead materials by high density materials such as uranium and tungsten and bunker-buster warhead materials by medium density materials such as steel. Recently, there is an increase demand for low price and good performance materials for ultra-high speed penetrator. The high strength/fracture toughness alloy steels have been widely developed for hard target penetrator. Although high strength/fracture toughness alloy steels have already been studied for a long time, types and contents of alloying elements could be varied, it is difficult to develop of alloy steel composition. Especially, it is important to confirm of each alloying element effect on mechanical properties and microstructure of alloy steels. Furthermore, price of some elements such as Co, Mo, Ni, etc. is high, it is essential to design optimum composition. Unfortunately, most of current researches on high strength/fracture toughness alloy steels are not low cost development, and are difficult to develop with optimum composition. But, Eglin steel of many attempts was successfully developed. This steel was designed without Co and minimizing high price element. But, the mechanical properties were considerably competitive. In this study, novel high strength/fracture toughness alloy steels (SPM-1 and SPM-2) were developed for hard target materials. The concept I (SPM-1) was designed to ultra-high strength type alloy steel by an addition of W, Ti and Nb for increase of strength by formation of carbides instead of Co, and B for increase of hardenability in medium carbon steel base, the second concept (SPM-2) was designed to ultra-high toughness type alloy steel by an addition of carbon, V, and W for increase of strength by formation of carbides in18Ni- 5Co maraging steel base.
