Vehicle surveillance camera operates in event-driven manner to reduce energy consumption. But accord-ing to KS standard for vehicle surveillance camera, recording video before 10 seconds of the event is essen-tial. Therefore vehicle surveillance camera must always records video. In order to reduce energy consump-tion, target system records video with JPEG encoder that consumes low energy and we can use DCT coeffi-cients without additional calculations. By using DCT coefficients, we can detect changes with low computa-tional complexity. Additionally, proposed method is not affected by illumination changes. By detecting only object changes, we achieve high accuracy. From experimental result, proposed method has similar accuracy compared with related works with only 10% of total number of operations and 15% of total number of clock cycles.
