One of the key issues in current communication networks is reduction of power consumption. Several studies suggest that energy saving network can be achieved by turning off network equipment such as nodes or links, but their approaches concentrate on the energy saving network regardless of traffic flow type. Also, most of studies focus on the demand response model of consumer side to get energy saving effect or peak power reduction. In this paper, we propose a new peak power reduction framework for on-demand response based on EaaS and also guaranteeing QoS for the premium service. When electrical power company requests the network service provider to reduce energy consumption until a certain amount of command, the network service provider chooses which links or nodes will be turned off to satisfy energy constraints by using heuristic algorithm sequence. Also, they check QoS for the premium service. Then, they reroute by using obtained network topology and turn off network equipment. This process is proceeded according to the our own heuristic algorithm. We implement the energy management system by using the suggested heuristic algorithm in NS-2. The results of simulation show on aspects of total energy consumption of networks and the end-to-end delay. Both total energy consumption of network and end-to end delay satisfy under the given power constraints. Therefore, government, power company and network service provider response immediately to the sudden power shortage situation based on our algorithm.
