dc.description.abstractTo effectively respond to the expected changes in maritime container transport market, it has been proposed to design a novel container transport system, known as Mobile Harbor. Mobile Harbor, in a narrow sense, is a system that can go out to a large container ship anchoring in the open sea, load and unload containers between the container ship and the Mobile Harbor, and transport them to their destinations. In a broader scope, Mobile Harbor system is a new type of container port where multiple Mobile Harbor units serve container ships, linking them to a land-based port or the cargo's final destination. From this perspective, many new types of planning and scheduling problems arise as Mobile Harbor presents unique issues that are not part of the existing operating system for a conventional port. In this paper, we present three, interconnected planning problems and their formulation for the Mobile Harbor system operation, and report solution schemes studied up to date.-
