There has been a definite need for a common information infrastructure which provides the user with an easy and transparent access to a sheer volume of distributed information/knowledge. Evolving from legacy information systems, such as the traditional libraries, individual information systems and the World Wide Web, the digital library is a promising alternative to building a new information infras tructure for today's information-rich society. Therefore, it has become an international research focus. Digital library is not just for digitizing human knowledge and cultural heritages and disseminating them over an electronic transmission medium but for building a common information infrastructure which gives a much wider population an easy access to more information. In this paper, we give an overview of several key research issues and present a digital library framework as the conceptual basis for ETRI digital library which is intended to be a prototype model for the Korea information infrastructure. Our framework addresses the functional aspects of digital libraries useful for modeling, developing and evaluating a digital library.
