As a non-for-profit organization, hospitals use multiple resources (or inputs) such as labor, capital and suppliers to produce multiple services (or outputs) such as patient care. The output to input efficiency concept is consistent with those encountered in physics, engineering and pareto-efficiency in economics. A hospital is thus defined to be inefficient if it could have produced the same amount of patient care and other outputs with fewer inputs than it consumed. Such inefficiency can be viewed as health care cost inefficiency that should be removed. Data Envelopment Analysis (DEA) is a linear programming approach to efficiency measurement for organizations that use multiple incommensurable (or non-homogenous) units of inputs to produce multiple incommensurable outputs. This is accomplished by comparing the actual outputs produced and inputs used by a set of Decision-Making-Units (DMUs) such as hospitals in a common time period. DEA locates the best practice DMUs in the observation set and locates the relatively inefficient hospitals by comparing with the best practice hospitals. It also indicates the magnitude of these inefficiencies. DEA is therefore suggested as a means to help identify and measure hospital inefficiency as a basis for directing management efforts toward increasing efficiency and reducing health care costs. This study aims at representing a field application of DEA to efficiency analysis for a group of large-sized nonprofit hospitals in Korea over the three fiscal years between 1995 and 1997. Because we deal with short-term time serial data we feel, however, that it is not appropriate to directly use priori developed DEA methods for our problem. One may employ "window analysis" technique developed in DEA which makes it possible to deal with time serial data and to view how the efficiency of each hospital varies over time.
