Organizational decision support systems(ODSS) are a new type of decision support systems(DSS) focusing on the organization-wide issues rather than individual, group, or departmental issues. Because of its organization-wide scope, a typical ODSS cuts across organizational functions or hierarchical layers. In this thesis, we analyzed practical implementation of ODSS. At present, with the opening trends of the international telecommunication service market, significant changes are taking place in the Korean telecommunication industry. Particularly, telecommunication industries felt the need to establish a systematic investment and operation-performance management process, utilizing an integrated decision support system. We decided that this problem``s solution is OPM model and ODSS concept. This thesis can be summarized as follows:
First, we propose a generalized model for operation-performance management in telecommunication industry``s investment. In this framework, performance of each local branch is evaluated on two dimensions: quality of service(QOS) and difficulty of the local operating environment(CDI: context difficulty index). This approach will enable operation management to explicate the major causes behind differences in service quality among local branches and to determine proper scale and area of investment for competing branches.
Second, we propose the conceptual organizational DSS architecture with two perspectives. And then, suggest the design of ODSS-PM based on proposed ODSS architecture. The architecture of an organizational perspective has been presented as ODSS architecture for the support and control of the decision making of a whole organization. Organizational perspective has been composed with four parts, (corporation strategic planning, integrated decision management, business operation functions and ODSS resources).
