Accompanying the rapid economic growth of the Republic of Korea dueing the last decade and a half, there have been profound changes in the social and cultural perception and activities of the people. Traditional values about consumptionsaving, work-leisure activities, children, extended family, married females`` outside activities, etc. have been undergoing a period of transition. The nature and process of these socio-economic and cultural transition have widely been acknowledged as the factors underlying the declining fertility in Korea during the sixties and the first half of the seventies. The present study postulates that a family``s perception of the value of children is reflected by its overall consumption and work vs. leisure activities. The objective of the study are : (1) to identify and describe the factors determining the family``s consumption-saving and work-leisure behavior pattern: (2) to analyze the value of children and other correlation of a family``s fertility determinants within the context of the above behavior pattern: and (3) to examine the causal relationship between the factors selected and consumption-saving and work-leisure behavior pattern of individual families and that between these behavior pattern and correlates of fertility. The result of data analyses conducted leads to the following conclusions with a varying degree of statistical significance. Consumption behavior in terms of the allocation of family budget among competing needs is significantly related to and causes a distinctive pattern of fertility behavior. The household which spends a greater proportion of family budget for the necessities of life such as food and housing tends to have a greater numberof children than the household which spends a smaller proportion of budget for the necessities of life.
