Comprehensive digital competence framework for government officers

Abstract

In the rapidly evolving digital era, government officers at the operational level, especially those without technological backgrounds, struggle to adapt to the quickly changing demands of public service delivery. This paper proposes a Comprehensive Digital Competency Framework to address these challenges. It is specifically designed for government officers from interdisciplinary backgrounds and focuses on identifying essential digital competencies needed to effectively deliver public services and create public value. The framework is developed through a systematic literature review and aligns the identified competencies with the new ways of working in the digital era. It validated with the existing dominant frameworks in the literature and applied in the existing competence framework from the Department of Science and Technology-Philippine Council for Industry and Emerging Technology Research and Development. These approaches ensure the framework's practical relevance and comprehensiveness, aiding government officers at the operational level in navigating the digital complexities of modern public administration.
