Energy policy to realize a preferred future

Abstract

A policy can be defined as activity guidelines that grant authority to government institutions in regards to designing policy means and setting policy goals to achieve and realize a better future. The energy industry is highly dependent on policies and has long-term characteristics, from R&D to commercialization. The purpose of this study is to identify why future research is necessary, how it should be applied at each stage of energy policy formulation, what effect it represents, and ultimately where our energy future is headed. First, policy directions that are based on past performance and decision making based on future foresight model can lead to a completely different policy direction at the policy planning stage. Next, this study presented a methodology on how to strategically allocate limited resources based on future expectations effects in policy implementation stage. Finally, this study clarifies that the relationship between policy and energy has changed historically, predicted the possible future predicted by the impact of current policies, and analyzed the differences with the preferred future.
