Due to the development of telematics technologies and the expansion of automobile industries, the demand for wireless vehicular communication has been growing rapidly. The vehicular communication system is able to significantly improve upon the drawbacks of a conventional transportation system by improving road safety, providing various real-time traffic information to drivers, and supporting infotainment services to users in moving vehicles. To provide various vehicular communication applications, vehicular communication system can support vehicle-to-vehicle (V2V), vehicle-to-infrastructure (V2I), and vehicle-to-nomadic devices (V2N) communications. Recently, with the wide spread of smart phones, the demand for infotainment services has been growing explosively. To support dramatically increasing data traffic, we introduce a new paradigm, smart antenna technology, into vehicular communication system. When considering how to satisfy the demand for high data rate and to adapt to changing network conditions, a smart antenna technology is regarded as a key technology. Through the use of adaptive beamforming and multiple directional beams, the smart antenna technology can contribute to significant improvement on 3C problem (Capacity, Coverage, Cost). In this thesis, we propose radio resource management schemes to improve system performance in a vehicular communication system that utilizes the smart antenna technology. Especially, we focus primarily on V2I communication system to support dramatically increasing data traffic for infotainment services. First, we propose a V2I communication system that utilizes smart antenna to increase service coverage and system capacity. In this system, an infrastructure forms multiple directional beams to detect, in the shortest possible time, vehicles that have newly arrived within the area of its service coverage.
