dc.description.abstractIn the knowledge-based society government organizations are becoming more knowledge-intensive. In this situation the need for effective knowledge sharing among government employees and requirement for exploiting their knowledge has significantly increased. Knowledge becomes a critical organizational resource not only in private, but also in the government sector. Knowledge management (KM) can be defined as a process of performing the activities involving in discovering, capturing, sharing, and applying knowledge. Knowledge sharing (KS) is a main component of KM and it is aimed at the reuse of knowledge, creation of best solutions, and avoidance of duplication of effort in the public arena. As the knowledge sharing process is the main feature of the functions of government organizations, the importance of knowledge sharing becomes more evident with the implementation of e-Government. E-government has a networking effect on government bureaucracies and intra- and inter-organizational knowledge sharing provides a foundation for the successful implementation of “e-Government as a whole” strategy. Developing countries in general, and some post-socialist countries in particular, which have not implemented effective knowledge management systems yet, have indicated concerns about increasing impacts of sharing knowledge to promote e-Government implementation success. This dissertation presents an empirical study on how major socio-technical enabling factors influence knowledge sharing among employees and how knowledge sharing hence mediates between these factors and employees’ performance of knowledge-based work activities. Based on the socio-technical perspective, it suggested major enabling factors of post-socialist countries’ government organizations by conducting a survey in a number of central government organizations which implement e-Government strategy in Mongolia.
