Abstract The use of information communications technology (ICT) in government has the ability/potential to transform and improve information and service delivery to the citizens, although many developing countries have generally lagged behind in the adoption and use of e-government. In Ghana, a few studies have been carried out on issues related to success and failure of e-government; however none has assessed the challenges of e-government adoption. Hence, the objective of this study is to identify challenges of e-government adoption in Ghana, and explore measures used by South Africa and Korea to address them. We found that, adoption challenges which are identified in major e-government literature link to five main dimensions of challenges such as: Information and Data, Information technology, Organizational and managerial, Legal and regulatory as well as Institutional and environmental. This study attempts to analyze the e-government best practices by South Africa, the leader of e-government in Africa; and Korea, the global leader of e-government according to 2012 UN e-government Survey. Official websites of the countries were also searched. The data was processed using strengths, weakness, opportunities and threats (SWOT) analysis as well as political, economic, social, and technological (PEST) determinants to evaluate the current state of e-Government in Ghana and its preparedness. This leads us to determine appropriate measures or strategies that should be taken by the government to address those challenges. The limitation of this study is that, the research only focuses on exploring SWOT/PEST analysis of e-government adoption challenges in one developing country (Ghana) and does not give detailed investigation on how these challenges may influence services in that country or a wider context.
