Improving M&S capability or maturity in an enterprise level is a difficult problem. The M&S within the enterprise level are very complex and heterogeneous. Assessing the whole capability and maturity of the M&S is difficult to decision makers and practitioners. Various approaches have been studied on the assessment of M&S capability or maturity. We have reviewed the approaches and have categorized them into typical trends. However, there is no approach that is related in the whole capability or maturity of M&S. A Predictive Improving Strategy Base Model (PISBM) is proposed to deal with enhancing the whole capability and maturity. The basic concepts of PISBM are explained conceptually and mathematically. PISBM architecture is formulated and constructed. The procedure to model PISBM is described and an illustrative example is introduced for understanding PISBM modeling. PISBM can be utilized to improve the maturity of M&S processes in a Simulation Based Acquisition (SBA). The complexity and the heterogeneity of M&S make the cost estimation for the improvements more sophisticate. PISBM is a dual-use model which is utilized to measure the M&S capability in an enterprise level and estimate the cost of M&S improvement for the level. The cost model based on PISBM is also established and derived. The cost analysis based on PISBM is performed and tested. Test results are confirmed satisfactory to apply PISBM for assessing M&S and estimating the costs for improvement. Consequently, PISBM can be utilized to improve M&S capability and maturity. The cost analysis based on PISBM may be helpful to estimate improving costs. Many M&S tools have been developed and used to acquire the defense materiel. New M&S tools have been introduced for new technologies and substituted to older M&S tools. The more powerful the computers are fielded, the more enhanced M&S tools are exploited.
